This is a subclass of the class of behaviours involving body parts used as symbolic objects. This odd behaviour is seen in a small percentage of young normal children and older mentally retarded people. It is not the kind of behaviour which consists of self-stimulation by twiddling the fingers between the child's eyes and a light source.
